This is only needed on select drivers when a fragment shader discards/demotes.

Some drivers misread data when demotes are interleaved in the program. This moves demote branches to be checked at the end of the program.

The log filter was being ignored on initialization due to the logging instance being initialized before the config instance, so the log filter was set to its default value.
